Special inspector general of police (IGP) Suresh Khopade on Friday said administrative failure was the main reason behind any riots. He also held the police,judiciary and the prosecution procedures responsible for recurrence of riots.
Khopade was speaking to reporters at the meet the press programme arranged by Pune Union of Working Journalists. He also shared his experiences of his recent visit to China where he presented his Bhivandi and north region Mumbai experiment.
Khopade had made special effort in Bhivandi to control communal tensions post 1984 riots. He was posted as deputy commissioner of police in Bhivandi from 1988 to 1992.
Whenever riots take place,administration is given the job to check it. However,if administration takes care of controlling tensions in the first place effectively,riots will not occur.
He said he had formed 70 mohalla committees in Bhivandi and brought about a better communication between the two communities. Due to better dialogue between the two communities,Bhivandi remained calm even in 1993 riots, he said.
