Admn formulates new rules for polls in Gram Panchayats

Chandigarh, November 18: The Chandigarh Administration has formulated a few new rules of the Punjab Panchayati Raj Act, 1994 as extended to Chandigarh.

According to the new rules, the director shall reserve the offices of the sarpanches of Gram Panchayats for the persons belonging to Scheduled Castes (SC) and also for women, in the SC section, in accordance with the provisions.

The rules will now be called “Chandigarh, Rotation of Reserved Offices of Sarpanches of Gram Panchayats Rules, 2008”.

The rules shall come into force on the date of publication in the official gazette. The rules will apply to the Gram Panchayats constituted under the Punjab Panchayati Raj Act, 1994, as extended to Chandigarh.

The offices of Sarpanch of Gram Panchayats shall be reserved for SC at the time of each general election depending upon the percentage of SC population to the total population of the Gram Sabha area. The offices of Sarpanch of Gram Panchayats having the maximum percentage of SC population shall be reserved first for the SC candidate.

The reservation of offices of Sarpanch of Gram Panchayats at the time of subsequent general elections shall be made from the remaining Gram Panchayats. The Gram Panchayats in which the offices of Sarpanch have already been reserved at the time of previous general elections shall be excluded from the reservation of offices.

More than one-third of the total number of Sarpanch offices reserved for SC shall be reserved for women belonging to the SC by draw of lots at the time of each election. The offices of Sarpanch of Gram Panchayats reserved earlier for women shall be excluded from the draw of lots. The offices of Sarpanch in the remaining Gram Panchayats shall be unreserved.
