There was a startling swiftness with which Home Minister Shivraj Patil’s resignation came on Sunday. As a token of accountability, it was apt, especially with the indication that more resignations and transfers could follow. This newspaper has been sharply critical of Patil for his pathetic internal security record as home minister. But there was no vicarious satisfaction to be gained by his exit when it finally came. It is the least that could happen after what’s been possibly India’s deadliest terrorist strike, one that revealed gross failures in our capacity to anticipate and then deal with such incidents. Accountability is a basic principle of effective governance, and the home minister is morally culpable for this dismal track record. But this is not an issue that can be closed by a mere change of personnel, in the home ministry and elsewhere. Their failure, if it may be so termed, is the failure of a system, a system that’s just not up to responding to the national security challenges that have appeared with horrifying regularity. Prime Minister Manmohan Singh must quickly be seen to be taking steps to show that India’s response at the highest levels of Government will no longer be an exercise in analytical debates, but in action.

Because the danger is also this. Four days after terrorists struck at multiple locations in Mumbai and entrenched themselves for a long hostage drama, there is rampant anger against the political and executive class. Popular perception of a separation between a governing elite and the rest of the population that feels it deserves better is hazardous in any democracy. It is dangerous when a sentiment gains currency that the elite have to be taken on, and not cooperated with, to get accountability and responsive governance. That is a recipe for dysfunction. No system can be changed or rectified in a day, but the prime minister needs to revive confidence that this time there will be accountability and there will be change.

Dr Singh took the right step of calling an all-party meet over the weekend. This must not be a one-off. This country cannot afford to hurl itself into a general election in the next few months in an atmosphere of divisive politics on issues of national security. This newspaper noted last week that the Mumbai attack could be a definitive one, and that it required extraordinary sanity from our politics. Government and opposition must start giving enough of themselves, not just as a virtuous gesture, but so that they both gain enough space to make a bid for the people’s confidence.

All this regisnation drama is happening because some westeners are also killed in this attack. Otherwise govt might have taken steps long back whne Delhi happened, when assam happened. Guptaji, since Patil and Maharastra govt is gone I feel so safe! These people are being sacrificed to hide enability of this govt who do not want to deal tough with anything.

Should not fourth estate also be held accountable for their failure to highlight the gravity of terror threat and unfarily demonising anti-terror efforts in some cases?I think the editors and columinist who directly and indirectly committed 'non-violent treason via pen' should also introspect and resign.

Shekhar,Do you see any leader which can lead India in 21st century? Who has the vision and will to see us through? I do not see anyone capable on the current bench of leaders who has the ability to fight back. The new generation of leaders including Rahul Gandhi has offered nothing to the country. He has only spoken a dew times in the parliament. He has not raised any pressing issue nor fought for any cause. I think the future is bleak and these attacks will continue to happen.

it just goes to show that we are a headless bunch without a leader who can be said to follow in the steps of the great leaders like nehru or gandhi or indira gandhi. the responsibility for the security of the country and its people directly rests on the PM and his ministers . if the security has been breached then the PM must answer the people who have elected him . He should own the moral failure to protect the life and propperty of all the people of India as enshrined in the constitution. You cannot play the diversionary card of saying that the things were worse in the NDA regime. Two wrongs do not make a right.Enogh is enough the people deserve an answer.

"General election... divisive politics"....., there lies the crux! Who is being politically correct? Whose policies are divisive? Who is importing Bangladeshis? Who was against a sound legal framework to fight terror all these years? Who asked the Policies officals to go slow in the Mumbai train blasts case? So....., Mr. Editor, who is divisive? If, even now, we shy away from calling a Spade, a Spade, we will have to suffer many more losses!

So, Mr Gupta, you should be happy that with resignation of some politician, India security is back to normalicy. It is a dead country which elects a foreigner to its parliament and no matter how many resigns or killed by terrorists, it will remain dead. See how a foreigner decides the fate of some ministers. MMS has made this country a laughuing stock.

I completely agree with what you say. To build up on what you said I feel that the media in India, especially the likes of Indian Express, IBN7, Times Now take special care to ensure that they do not criticise the Italian Madam. Its surprising. Unless these agencies are benefiting from Madam's reign they wont keep quite. As responsible citizens of our country we must look into this aspect and ask question to these agencies. How can Manmohan and Madam escape the blame of what has happened to the innocents in Mumbai ?

This is time to be united and rise above petty politics at all levels. Mumbai's, being famed resiliant city as always will rise again but every person in Mumbai is deeply hurt the way the entire episode is being handled by State and Central government, media. There is clear lack of Sense and there is more of Sensationality in all the channels in Media which needs to be contained. The often Bite grabber Politicians are absent to support and console the people. Unfortunately it includes UPA chief and President of India. The ultimate result being the common man is getting alienated from the ruling class and social divide then becomes eminent which is wors than the terrorist attack. It is time to get our act together be it on Political, Executive, Judicial and Media side and act in swiftness. Else these events will continue at regular interval bringing the image of the country and confidence of people down.

Mumbai's "famed" resilience is like the woman who gets raped and then gets up and goes about her life. Helpless to defend her honour and kill her assailent. That is also the current Congress-Italy dispensation.
