After three years, 68 state officers to be promoted to IPS

After a gap of three years, the process of induction of 68 Provincial Police Service officers in the Indian Police Service was set in motion on Thursday.

The UP government today declared the gradation list in accordance with the Supreme Court judgment which, on April 27, quashed the Mayawati government's policy of reservation in promotions and "consequential seniority" of officers of the reserved category. This is the first time that such a large number of state police officials are being promoted to IPS. The move will benefit PPS officials belonging to batches from 1980 to 1987.

The Union Public Service Commission is believed to have fixed June 29 for conducting the Departmental Promotional Committee meeting for 68 posts. The state government has to dispatch the list of eligible officials to the commission by tomorrow. UP's Principal Secretary (Home) R M Srivastava said that the state government already has begun the procedure. The seniority list has already been prepared, he said.

The authorised cadre strength of IPS in UP is 489. Of these, 341 post are meant for direct recruits and 148 are to be filled by promotion from PPS. Since there are only 80 promoted officers at present, there is a shortfall of 68. On the other hand, there are only 15 vacancies of direct recruits.

A senior official said that the huge shortfall was because no promotions took place in the last three years. The last DPC for induction from PPS to IPS cadre was held in 2009 for the vacancies of 2007 and 2008. The 68 vacancies now include 16 of the year 2009, 39 of 2010 and 13 of 2011.

He said that the DPC could not be held all these years because of litigation. A group of PPS officials filed a petition in 2008 in the Allahabad High Court challenging the BSP government's decision of giving consequential seniority to officers of the reserved category in 2007.
