Taking suo motu action against the imposition of user development and conveyance charges by airlines on fliers, the Supreme Court on Monday sought an explanation from the Centre and airport operator Delhi International Airport as to why such burden has been passed on to passengers directly instead of passing it on to airlines.

A bench headed by Justice DK Jain asked DIAL and DGCA to provide an affidavit stating that which is the authority levying such charges from fliers and what for.

"Prima facie, we are satisfied that you cannot levy such charges... How can airlines collect it... you are befooling the public. When season starts, you jack up your rates... You (DIAL) have goody-goody relations with airlines," Justice Jain said, when DIAL counsel tried to say that airlines and their agents were levying such charges.
