Haryana Chief Minister Bhupinder Singh Hooda today made it clear that all decisions concerning acquisition of land had been taken as per the states policy and all future amendments in it,whenever made,would be in the larger interest of the farming community.
Addressing a press conference here today,Hooda said he was open to even suggestions from the Opposition to further improve the Land Acquisition Policy of Haryana. The six-year rule of Indian National Congress in Haryana has seen unprecedented development,inclusive growth of the state,the CM claimed.
Hooda criticised INLD leader Om Parkash Chautala for misleading people by making false statements and said that he should apologise to the people.
The Relief & Rehabilitation Policy with regard to land acquisition in the state had actually made profound change on the ground in the lives of farmers and landowners,as was apparent from the fact that since the formation of Congress government in Haryana in March,2005 till June,2010; HUDA,HSIIDC,PWD (B&R) and Irrigation Department alone had paid Rs 9,834.73 crore to farmers or land owners under the new acquisition policy,he said.
During this period,HUDA had acquired 16,362 acres of land and has paid a compensation of Rs 4,173 crore alone. Similarly,HSIIDC had acquired 19,868 acres of land and has paid a sum of Rs 4,780.38 crore alone since March,2005 to June,2010. Department of Irrigation has acquired 6617.87 acres of land and paid a compensation of Rs 803.99 crore. Similarly,Department of Public Works (B&R) had acquired 385.82 acres of land and paid a compensation of Rs 77.36 crore. Thus,average compensation paid by the present Congress government comes to Rs 22.74 lakh per acre.
In comparison,land acquisition made by HSIIDC during the rule of INLD between July 1999 and February 2005 was much less. A total of 4,392 acres,6 kanals and 11 marlas of land was acquired and a compensation of Rs 286.62 crore had been paid by the Chautala government,said Hooda. The average compensation paid to the farmer was a mere Rs 6.53 lakh per acre,he added.
Hooda said that there were some leaders and political parties which did not have any thinking for development,therefore,they were misleading the people on the issue of land acquisition. Also,there were those who were acting as an agent on behalf of property dealers. Asked to comment on some allegations leveled by Finance Minister,Capt Ajay Singh Yadav,Hooda categorically stated,None of my colleagues has leveled any allegation but they might have given a suggestion.
When his attention was drawn by mediapersons towards the statement made by the Finance Minister that a Cabinet sub-committee should first examine all major issues before a final decision by the state Cabinet,Hooda said a Cabinet sub-committee for infrastructure development existed in the government and the Finance Minister was one of its members.
