A court in Srinagar has directed J&K police to find out from the CBI why the investigating agency failed to execute an Interpol warrant against Major Avtar Singh, accused of killing prominent human rights activist and lawyer Jalil Andrabi in custody. Chief Judicial Magistrate Srinagar, Mohammad Ibrahim issued a notice to Inspector General of Police (Crime) directing him to take the matter with Director CBI. The magistrate had on August 5 directed the CBI to keep the court informed about measures taken to execute the Interpol warrant against accused Major Singh, who lives abroad. Taking a strong note of the CBI’s failure to get the absconding major arrested, the Court had earlier observed that “the FIR in the case is 13 years old and the case is pending in this court for the last eight years. The delay in the disposal of the case in accordance with the law is due to the non-arrest of the accused Major Avtar Singh despite repeated warrants issued from the court from time to time.”The case will next be heard on September 13.
