Apex medical council: PM not convinced

  • Prime Minister Manmohan Singh has raised objections to the much-publicised proposal of setting up a National Council for Human Resource in Health (NCHRH), an overarching regulatory body which was to be formed by an Act of Parliament after scrapping all other medical education regulatory bodies.

    The Prime Minister, who presided over the final meeting of the task force on Friday, said he was not sure whether “centralising the entire medical education” was the right step and asked for more consensus and consultations on the issue. He asked the Health Ministry to send the proposal to the states and seek their views on it.

    “He (the Prime Minister) did not rubbish the proposal completely, but said more ground work needs to be done,” said a source. “The Prime Minister was skeptical that entrusting the responsibility of the entire medical education to a few people was not without risk of giving rise to corruption.”

    Besides the Prime Minister, the meeting was attended by the Health Minister and members of the task force which included prominent names like Public Health Foundation Of India president K S Reddy, eminent cardiologist Devi Shetty and Deputy Chairman of Planning Commission Montek Singh Ahluwalia.

    The proposal was to merge all the existing regulatory bodies like the Medical Council of India, Dental Council of India, Pharmacy Council of India, Nursing Council of India and councils under the Department of AYUSH and form a single body. The move aimed to set up the NCHRH as an over-arching regulatory body for the health sector to reform the current regulatory framework and enhance the supply of skilled personnel.

Having experienced the cheap repercussions from National Board of Examinations ,to my legal proceedings seeking copy of my answer sheet and revaluation, it is trembling feel that sincere people in the Government should directly involve in the selection committee for appointing chair person. The involvement should be scrutinizing rather than ceremonial and the office term shall be strictly adhered to not more than 3 years. Accreditation process made as a public document is a timely reform. Board eligible doctors to practise is an excellent way to procure a lot more manpower, the previous system especially National Board of Examinations was a stumbling block in the career of a doctor .Probing will reveal an unimaginable volumes of wasted manpower and making health system to limp .Nevertheless an exit exam without a practical exam to award a post graduate degree has to be opined by experts and also the quality of training is the real concern ,if so training from non academic institution ,qualifying the exit exam cannot be equated with the board certified from academic institution. Board eligible doctors from non-academic institution can be given preference to enroll their training in academic institution with special merits for their community practice following their eligibility to practise .My sincere prayers ,wishes and thanks for the enactment of this act.
    Public health researcherBy: Meenakshi Gautham | 01-Sep-2009 Reply | Forward The PM has raised absolutely the right issue of excessive centralization in the proposed Council. There is no point in setting up a Council like this if it merely implies transfer of power (and potential for corruption)from one set of people to another. The NCHRH can do a lot to align our health workforce with the health needs of our country, but only if sufficient groundwork is done to establish the Council's mandate, establish transparency in appointing members, and spell out a coherent vision and concrete outcomes. The Task Force also needs to carefully study the objectives and functioning of the existing separate Councils (MCI etc), to understand fully what ails them and spell out how the new Council will take remedial measures and avoid similar pitfalls. The NCHRH should be equipped for intensive HRH planning for the future. The draft Bill should be available on the MoHFW website for public scrutiny and debate and not be scuttled through.
