After Finance Minister Amit Mitra tabled the vote-on-account in the Assembly on Friday,former Finance Minister Asim Dasgupta termed it as an incomplete account.
Criticising the governments vision as given in the vote-on-account,Dasgupta said it hardly took into account the targets achieved by the previous Left government in several areas including agriculture,self-help groups and the unorganised labour. He also questioned the major sources of funds for the focus areas as mentioned in the vote-on-account.
Reacting to Mitras allegations that the previous government had highly exaggerated the revenue projections,Dasgupta said the Central governments grant could have helped the state government achieve its targeted revenue growth of 39 per cent. He said the targeted revenue collection of Rs 29,630 crores for financial year 2010-11 was projected keeping the possibility of receiving coal royalty. He said the present vote-on- account was silent on the source of funds to meet its special needs. However,Dasgupta said his statements on the vote-on-account were not on behalf of the CPM but his own as an economist. ENS
