After getting bail from a special NIA court in Delhi on May 17,Syed Liyaqat Hussain Shah Sunday returned to his home in Dardopora village in Kupwara after two decades. After reaching here,he said the Delhi Police Special Cell had tried to kill him in a fake encounter during the custody.

“At 11.30 pm,they (Delhi Police Special Cell) drove me to an unknown place and stopped their vehicles. They loaded their guns and I was sure that I would be killed,” Shah said. “I was fortunate that some media vans passed by the area. After that they quickly put me back into the vehicle.”

He also named the Delhi Police officials who were with him that night. “They dragged me and forced me into a police vehicle. I was kicked and forced under a seat. Some officers Inspector Sanjay Dutt,Inspector Rahul and Dharmindar sat over me,” he said.

Shah, however, was all praise for the NIA for “exposing” the Delhi Police. “They (NIA) played an important role and brought reality to the fore. They exposed the Delhi Police,” he said.

Shah said he was unarmed when the Delhi Police took him into custody on March 20. He said he doesn’t know why the police “falsely implicated” him and claimed that they recovered weapons.

“When I reached Gorakhpur (UP) along with my family and other persons, the officials present there treated us well. The Delhi Police officials then took me along promising that I will be handed over to J&K Police,” he said.

However,Delhi Police Commissioner Neeraj Kumar termed Shah’s allegations as baseless. “There is a record of the fact that the arrest was made in collaboration with the SSB. Liyaqat, was within a few hours, produced before a court in Gorakhpur from where his transit remand was sought and Liyaqat brought to Delhi. Here he was produced before the magistrate and his subsequent remand sought.”

Back home,he was taken to his native village in the vehicle of the local MLA. A large number of Shah’s relatives welcomed him. Shah’s mother, with teary eyes, rushed to him and gave him a tight hug.

Shah said he decided to return from PoK after police nod. “The sarpanch of my village Abdul Gafoor had submitted my form under the rehabilitation policy. He had been instructed by the MLA (Abdul Haq Khan). The police had given a nod,” said Shah who had crossed over to PoK in 1993.

However, the Delhi Police, after his arrest, had claimed to have foiled a terror plot and said that Shah had planned to target the capital on Holi. But the state government said he was coming back to the valley under rehabilitation policy.
