The CBI court,Panchkula,today rejected anticipatory bail for Moti Lal Jindal,Vice-Chairman of Swami Devi Dyal College Law College of Barwala. Interception of phone conversations between Jindal and two Bar Council of India (BCI) members by the Central Bureau of Investigation (CBI) led to unearthing of an alleged nexus for obtaining approval to run law courses.
The college has been conducting a three-year LLB and a five-year BA LLB courses. It is affiliated to Kurukshetra University but was granted only temporary approval for conducting the courses at the Legal Education Committee meeting of the BCI on January 19,2007,for the sessions 2007-08 and 2008-09.
It was required to get recognition from the BCI as per the procedures prescribed under BCI Education Rules 2008 for conducting the courses. An application from the college,along with the required documents,was submitted on September 17,2010,for re-inspection. BCI member Rajinder Singh Rana and Associate Managing Trustee Daulat Ram Sharma were assigned the task of conducting inspection of the college on October 27 and 28 of 2010. During the same period,the deal was struck on phone.
On the basis of the favourable report,the Legal Education Committee approved the two LLB courses for the sessions 2009-10,2010-11 and 2011-12 on November 13. The Anti-Corruption Branch of the CBI,Chandigarh,registered a criminal case on April 18 this year under various sections of the Prevention of Corruption Act,1988,against Jindal,Rana and Sharma.
On April 19,it conducted searches at the college and residence of Jindal,and seized documents. Jindal applied for anticipatory bail before CBI Special Judge AS Narang on April 22. The CBI had opposed the application.
