Special judge J D Kulkarni issued a notice to Central Bureau of Investigation (CBI) to file its report with regard to the anticipatory bail application of Vitthal Dhondiram Chavan (47),auto lab assistant with Central Institute of Road Transport (CIRT).
Chavan submitted the application before special judge J D Kulkarni on Tuesday after the CBI had registered a complaint of criminal conspiracy,cheating,forgery and corruption on August 5 against three officials of CIRT Pune and two officials of Ashok Leyland for alleged irregularities in the procedure for taking samples in connection with the procurement of CNG low-floor buses. The buses were ordered for Commonwealth Games to be held in New Delhi.
Chavan,a resident of Chinchwad who has been working with CIRT for 22 years stated in his anticipatory bail application that police from CBI had visited their office on July 12 and thorough inquiry was conducted. The CBI also collected certain documents from the office and Chavan had visited CBI between July 12 and 30. However,it was only after reading the news reports that he got to know that he CBI had registered a case against three officials of CIRT. ‘Sections of IPC and Prevention of Corruption Act,1988 are non-bailable and therefore the applicant (Chavan) is having reasonable apprehension in mind that he is likely to be arrested by CBI,’ his anticipatory bail application states. He has further stated that he was not concerned with sending the testing reports.
The court said the department of the accused had unofficially informed the bus manufacturer Ashok Leyland Limited that the plywood had failed the fire safety test,but did not inform the Delhi Transport Corporation (DTC). While M/s Ashok Leyland got their sample re-tested,it is alleged that the report of testing was fabricated by the accused. Considering allegations of about contradictory testing reports concerned with public safety,it is not in the interest of justice and equity to grant ad-interim bail unless the CBI is given a Shevgaonkar felicitated students and teachers excelled in different walks. Chairman of DES governing body Ajit Patvardhan,director Kiran Shaligram,principal of Fergusson College Ravindrasinh Pardeshi,and Dhananjay Kulkarni were present.
