CBI waits to take over case as CID continues probe

The Central Bureau of Investigation is waiting for an official communiqué from the Department of Personnel and Training to start probe in the alleged fake encounter of 24-year-old Ghaziabad youth,Ranbir Singh.

The Central Bureau of Investigation (CBI) is waiting for an official communiqué from the Department of Personnel and Training (DoPT) to start probe in the alleged fake encounter of 24-year-old Ghaziabad youth,Ranbir Singh. A senior CBI official said the probe is likely to begin in a day or two.

Uttarakhand Chief Minister Ramesh Pokhariyal Nishank had yesterday recommended that the case be handed over to the CBI. The National Human Rights Commission too had taken suo motu cognizance of the case.

Meanwhile,Uttarakhand CID,which is handling the case at present,continued its investigations for the third day.

Additional Director General of Police CID Vijay Raghav Pant told Newsline: “We are carrying on with the work entrusted to us and are in the process of collecting evidence. The weapons used in the encounter have also been taken into custody.”

Once the DoPT communication reaches CBI,the agency plans to “recreate the crime scene” in the Ladpur jungle on the outskirts of Dehradun,after filing an FIR. Officials said they will also take charge of all documents pertaining to investigations done by the Dehradun CID.

Officials also said recreating the crime scene will help the CBI understand what exactly happened and also help determine whether the shooting was from a close range,as hinted by the postmortem report. CBI officials would also examine the motorcycle that Ranbir was riding and also talk to Ranbir’s friends and eyewitnesses.

The CBI also plans to talk to all 14 police officers involved in the case and question the two DSPs — Ajay Kumar and G C Tamta — named in a separate FIR for harassing Ranbir’s family outside the mortuary while postmortem was being conducted on July 5.

The CID had,till now,has filed four FIRs in the case that began on July 3. The first pertains to the alleged scuffle Singh and his two friends had with a sub-inspector and their fleeing with the latter’s service revolver. The second too is against Singh and his friends under the Arms Act for allegedly possessing two country-made pistols. The third is regarding the encounter. The last one is against the 14 police personnel involved in the encounter lodged in a complaint by the deceased’s father R P Singh.

Meanwhile,a condolence meet was organised in Dehradun on Wednesday ,attended by political leaders and Singh’s family members.
