CBSE cracks down,orders disciplinary action against Ruchika’s school principal

CBSE held Sister Sebastina and the staff accountable for expelling Ruchika without intimating her parents about the non-payment of fees.

The Central Board of Secondary Education has taken action against officials of Ruchika Girhotra’s school,who played a role in expelling the 14-year-old Chandigarh girl for not paying her fees. Ruchika,who was molested by former Haryana DGP S P S Rathore in 1990,committed suicide three years later.

In a directive sent on November 30,CBSE asked the management of Sacred Heart School,Chandigarh,to initiate “disciplinary action” against the then principal,Sister S Sebastina,and other school staff. CBSE held Sister Sebastina and the staff accountable for expelling Ruchika without intimating her parents about the non-payment of fees.

CBSE sources confirmed the orders were sent after the Board’s expert committee found that Sacred Heart School had violated affiliation byelaws in summarily expelling Ruchika without informing her parents about the non-payment of fees.

According to the CBSE affiliation byelaws,disciplinary proceedings against school staff can result in censure,suspension,dismissal or compulsory retirement from service.

Ruchika was expelled soon after her father lodged a molestation complaint against Rathore in 1990.

The Indian Express had on May 28 this year first reported that the expert committee comprising legal experts,educationists and CBSE officials had found that the school had violated affiliation rules in expelling Ruchika from the school.

The CBSE issued a showcause notice to the school on January 28,asking why the school’s affiliation should not be withdrawn for its arbitrary expulsion of Ruchika.
