Supporting the view that a broader policy framework was needed to accord green clearances, the Prime Minister told the meeting that approvals on a case to case basis would only lead the country back to the licence raj era.
A decision was finally taken to refer the issue to the newly set up CCI, chaired by the Prime Minister.
