The second phase of the national Census 2011 will kickstart across the city on Wednesday and will continue till February 28. While the first phase consisted of house-listing,the second phase will also include counting the homeless. The Brihanmumbai Municipal Corporation on Tuesday announced that around 16,000 BMC staff had been mobilized for the job as enumerators. The total requirement of enumerators in the city is 25,500,the remaining staff will be from aided and unaided schools,central government,state government and home guards.
Out of the 16,000 BMC enumerators,11,000 are school teachers. As per the order of Municipal Commissioner Subodh Kumar,all primary teachers involved in Census duty will be relieved from their regular teaching duty from February 9 to March 5. Review rounds will be conducted from March 1 to March 5 . The Census form will include 29 different questions pertaining to personal data,literacy,educational level,employment level,employment,migration and fertility.
Ward Census officers have been appointed by the BMC for each of its 24 wards to overlook the operations and also tend to calls on the helplines. These will be functional from February 21 onwards where citizens who have not been counted under the second phase can call and inform. Similar to the first phase,enumerators will slip chits or notes under the doors for houses that they find locked.
On February 28 midnight,special ward level teams will visit areas known to have homeless people in their ward. On that night itself,all the homeless persons too shall be counted, said Additional Municipal Commissioner Manisha Mhaiskar
The director of Census operations already had announced the special features of the census on Monday. Amongst the many new features,this census will have a number of sub-categories under the handicapped category, said Mhaiksar.
She also said that along with the second phase,the central governments unique id (UID) project is also slated to begin soon under which 155 Adhar centers will be made functional across the city. As many as 35,000-40000 registrations will take place on a daily basis in every center. These centers will mostly be set up on municipal premises.
