The Centre plans to have an accredited body whose consent would be a must for any state private or government university to get started. This was revealed by Human Resource Development minister Kapil Sibal who was in the city to attend the seminar on reforms in higher education.
The minister said the Cabinet had approved the proposal and the same will be taken to the Parliament for a final approval. This accredited body will have experts and no member from the government shall be allowed in this body,said the minister. Even if the state allows any private university to set up,it will have to take an approval from this body before it starts functioning.
Talking of another major reform that has been planned by the Centre includes that of self disclosure mode to the AICTE. Under this reform,the Centre has a plan to do away with the inspection system and any college wanting approval will have to submit its details to the AICTE with an affidavit that all are correct. In case the AICTE finds out any detail to be incorrect,the same college can be prosecuted.
The move will definitely save the colleges from the harassment they had to undergo while inspection committee visited them. Now if AICTE finds everything alright with the college,it will approve the course to it. Also all the colleges are directed to submit their website addressed with AICTE with all the information on them. They will also have to post the pictures of those faculty members teaching in the college on the website. The same shall also be implemented from this session onwards. The minister informed that the same will bring about transparency.
Another significant move that the minister shared was regarding the Educational Tribunal being set. This tribunal would address to the grievances of the educational institutions. Such tribunals will be set at state levels in all the different states and heading these all will be there is a consolidated tribunal at the national level named National Council for Research and Higher Education. It would be a policy-making body,said the minister.
All these reforms have been approved by the Cabinet and I shall take them to the Parliament for a final discussion and approval.
Once implemented these reforms are bound to help both the students pursing higher education as well as the institutions involved in them.
