Centre releases Rs 10 crore for child welfare scheme in UP

The state government is all set to implement the Integrated Child Protection Scheme,a flagship scheme of the UPA government for child welfare.

The state government is all set to implement the Integrated Child Protection Scheme (ICPS),a flagship scheme of the UPA government for child welfare. The ICPS aims at giving a protective cover to children who are in difficult situations. The scheme covers orphans,out-of-home children and also those who are caught under Juvenile Justice Act.

The Union Ministry of Women and Child development recently released the first installment of the funds for implementation of the scheme by the state government. The scheme was introduced by the Centre in 2009. The state has received Rs 10.85 crores out of the approved Rs 21 crore,said Principal Secretary (Women and Child development) Balvinder Kumar.

Under the scheme,the state government is given funds for projects like construction of homes and also for having Child Welfare Committees (CWC) and Juvenile Justice Boards (JJBs). The state government can also give funds to NGOs for various projects but they have to be approved by the Centre. “We had proposals ready for the past four months and were waiting for the Centre to give its green signal and release the funds. Although we had asked for Rs 21 crore,we have got only Rs 10.83 crore as the first instalment,” said Balvinder Kumar

Of this,the state government will be spending Rs 1.41 crore for construction of Protection Homes,Rs 5.67 lakh for the State Adoption Agency,Rs 22.80 lakh for Special Adoption Agency for children who have been orphaned in situations like riots,Rs 26.88 lakh for State Children’s Home,Rs 1.33 crore for homes under the Juvenile Justice Act,Rs 1.51 crore for the Child Welfare Committees and Rs 1.53 crore for the Juvenile Justice Boards,he said.
