While polling has been completed in all the constituencies of Chhattisgarh,Kerala and northeastern states,the model code of conduct remains in force,leaving development works at a standstill.

Officials in Chhattisgarh are irate about the fact that though all constituencies here have gone to polls,the government’s hands are tied when it comes to implementing various schemes. Citing an example,sources said the state’s Women and Child Development Department had sought a clarification from the poll panel whether it could go ahead with its plans of organising mass marriages under its Nirdhan Kanya Vivah Yojna. Under the scheme,the state spends Rs 5,000 to meet the expenses for the marriage of a girl belonging to a poor family.

Chief Minister Raman Singh said,“it will be prudent if model code is relaxed in those states where polling process is already complete. A permanent mechanism has to be in place so that the model code could be relaxed to allow development works”.

When contacted,state Chief Electoral officer S K Kujur told The Indian Express,“The government can seek permission from the Election Commission to take up any specific development or welfare work.”
