The Government on Thursday officially confirmed for the first time that China had blocked Indias development plan at the Asian Development Bank (ADB) recently because it contained a $60-million project for Arunachal Pradesh. Beijings action was a clear violation of the charter of the multilateral aid agency,External Affairs Minister S M Krishna said.
In April,as first reported by The Indian Express,Beijing had held back its approval for Indias plan at the ADB Board,saying it could not clear a plan containing a programme in a disputed territory,escalating the bilateral issue to a level involving multilateral institutions.
China did not endorse the Country Partnership Strategy (CPS) 2009-12 for India in the Board of the ADB on the ground that the proposed India CPS involved technical assistance funding for the Flood and River Erosion Management Project in Arunachal Pradesh which China claims is its territory, Krishna told the Rajya Sabha.
With Beijing objecting to the plan,he said,New Delhi had with all the vehemence at its command conveyed to the ADB board of executive directors,including China,that Arunachal Pradesh is an integral part of India and it is not negotiable as far as the ADB assistance is concerned.
He said India made it clear to all member nations that ADB assistance has to be decided on economic parameters accepted by the agency. Besides,it was also pointed out that the CPS was not a political document and it does not make any judgement on the legal or other status of any territories.
On resolving the boundary issue with China,he said,New Delhi wanted to find an amicable settlement. We certainly would like that China-India relationship is normal (and) extend the relationship to some kind of partnership, he said.
