City anchor: North corpn turns to tech for help with property tax collection

Struggling with its collection of property tax, the North Municipal Corporation is ready to put in place a system that will ensure real-time feeds on properties yet to brought under tax net. The civic agency has set aside Rs 10 crore for the project, which will require computer tablets being handed to all tax inspectors. The inspectors will feed the data on the GPS-enabled devices that will be linked to the central server of the corporation.

The inspectors will also compute the assessment value of the property with the help of the device and inform the property owner about the tax. The inspectors will allot unique identification code to each property, and this information will be uploaded on the database.

Deputy Chairperson of Standing Committee V P Pandey said: "As we have a self-assessment method to compute the property tax, there have been cases of people filing tax for lesser area than the actual. Our surveyors will take every detail of the property and will compute the tax to be paid. The data will be sent to the central server of the corporation and we will know how much tax should be filed by the owner," Pandey said.

The corporation has collected data from Geospatial Delhi Limited, which has given unique identification code to each property in corporation's area. "The data also has 3D images of each property, the percentage of construction and vacant land of each property," P K Gupta, Commissioner (North), said.

The information will help bridge the gap between the tax payers, amount paid and number of properties within corporation area.

"According to the data, we have 40 lakh dwelling units and we were getting tax from just 10 lakh properties. There was an issue of duplication of properties," Pandey said.

He said there is a need for a more comprehensive survey of properties.
