Civic body to outsource sanitation services of colonies, villages

The Municipal Corporation will be outsourcing sanitation services in the city.

The Municipal Corporation (MC) will be outsourcing sanitation services in the city. The issue was discussed in the General House Meeting held on Thursday.

The areas to be outsourced have been divided into sectors, colonies and villages. The manpower required in each area has been assessed keeping in view the density of the area. The proposal was mooted to improve the sanitation condition in the city especially the colonies and villages.

A mega Lok Adalat will be held in December. The councillors have been asked to hold meetings in their wards to make people aware about the same.

The estimate for providing and fixing paver blocks in certain areas in Sector 17 was approved. An amount of Rs 50.93 lakh would be spent in this regard.

The councillors demanded that the reserve price of commercial properties to be auctioned should be reconsidered keeping in view the market conditions. They stated that due to recession there might not be too many buyers for the sites.

An amount of Rs 48.97 lakh has been approved for recarpetting of V-6 roads in Sector 44-C. The condition of roads in the area is very poor.

The post of the Personal Assistant to the Mayor has been upgraded to Personal Secretary.

Councillor Pallav Mukherjee, meanwhile, rued that the agenda items proposed by him and signed by the councillors were not taken up as the civic body does not want the system to be transparent.

He had proposed that the detailed project reports and works executed by the MC should be given to the media on monthly basis.

Incomplete road gullies in different sectors were an issue of concern. The councillors rued that the condition of road gullies was deplorable and at many places these have not been completed. The Chief Engineer ensured that work will be completed by March

The councillors stated that the officials should behave like public servants. If the public takes to the streets, then there would be no escape

Councillor Ram Sumer Morya said that the sanitation condition in Colony No. 5 was pathetic. There was no health centre in the area with a population of around 5,000 people.

Councillor Davinder Singh Babla stated that the tenders for play equipment for children in parks have not been approved even after a year has passed

Whether children should be allowed to play in parks or not was also debated. While Brig K S Chandpuri (Retd) said that children should be barred from playing in parks as it was creating nuisance for the senior citizens. Municipal Commissioner Dr Roshan Sunkaria said that a letter would be sent to the Residents’ Welfare Associations which will take the decision in this regard

The councillors opined that they were far better than the officials and should be allowed to handle work for a month. The results would be better.

Councillor Dr A P Sanwaria raised the demand that construction of roads should be done at night. This would ease out inconvenience to the public. The officials, meanwhile, said that at night adequate supervision would not be available. Either they should be given the morning off from office to supervise work at night

The MC has written a letter to the UT Administration to give land for setting up a stadium of international standards

Councillor Jatinder Bhatia expressed concern over the stray dog and cattle menace. He said that the problem was especially acute in the southern sectors

Councillor Dr A P Sanwaria proposed that the nominated councillors should be given ward development funds of Rs 30 lakh like the elected councillors are given. On being reminded that nominated councillors have no funds, M P S Chawla said that they could be given city development fund.

After debating for more than four hours on the anomalies in the functioning of the MC officials and levelling allegations, the councillors asked the officials not to take the allegations personally.

Mayor Pardeep Chhabra said that the functioning of the MC officials should be appreciated. They have completed 411 of the 800 works assigned. This is commendable.

Municipal Commissioner Dr Roshan Sunkaria extended support to the officials stating that if officials are pulled in all directions then no work can get executed. Priorities should be set
