Property buyers in Hinjewadi,the IT hub of Pune that sees up to 100 property registrations a day,are set to witness a change. The buyers who normally have to wait six-eight months for documents will soon get access to them online within 15 days of the registration. The Hinjewadi sub-registrar office is part of a pilot project for online property registration,beginning next month.
Additional chief secretary M Rameshkumar said the initiative would ensure better transparency besides guaranteeing accountability by the officers. The state plans to introduce better online connectivity and inter-linkages between the city survey office and the sub-registrar/tehsildar office for urban and rural area registrations.
Here,each officer will be under scrutiny for the time taken for issuing the notices as well as updating the records. Rameshkumar said the project,for which the the National Informatics Centre would provide the software,would be rolled out in all districts once the Pune pilot succeeded.
District Collector Chandrakant Dalvi said the initiative,which came under the National Land Records Modernisation Programme,would cover Hinjewadi and Paud offices that fall under Mulshi taluka though part of the city. The online mutation entry programme is at an advanced stage and once initiated,it will enable property buyers to take a printout of their registration details 7/12 extracts and property cards even from home.
Settlement commissioner and director of land records Dr SK Sharma said it was more about better connectivity among offices. Once the document is registered at the sub-registrar office,it has to be forwarded to the tehsildar office where the officer receives an sms mentioning the registration number. The notice has to be issued the moment they get the document and within 15 days,the document gets uploaded provided there is no dispute. If there is any dispute about the property then the entry goes into the dispute register; even then it will be cleared in three months.
Till now,it was left to the discretion of the Talathi to issue the notices,a major reason for the time taken. If there is no dispute,the buyer can get to see the registration details uploaded on http://mahabhulekh.mumbai.nic.in in 15 days.
