Construction waste: MC to discuss need for separate wing

In view of the increasing heaps of construction waste lying in different sectors of the city,the Municipal Corporation (MC) has constituted a five-member committee to look into the need for a separate wing for removal of construction waste.

There is also a proposal to restart a helpline. In 2005,the Municipal Corporation had started a helpline,where residents could call to get the construction waste removed. During the House Meet held on Monday,the status of the helpline came up for discussion,however,no one was clear when the helpline was started or what was the helpline number.

The issue came up for discussion while a review of the Municipal Corporation Chandigarh (Disposal of Construction Material Malba and Debris) Byelaws 2005,was being done. According to the byelaws,dumping of construction waste can invite a fine of up to Rs 500. In case of continuing contravention,an additional fine may extend to Rs 20 for every day the violation continues. There are designated spots where the construction waste is supposed to be dumped.

Seeking to know the status of the helpline,Mayor Anu Chatrath said the byelaws had come into force when she was Mayor in 2005,but it was only in her present term that she came to know the initiatives taken then were not being implemented.

Councillor Jatinder Bhatia said when it was introduced in 2005,the system had proven to be a success. “The residents availed of the facility and there was a marked reduction in the construction waste lying at odd places,” he said.

Municipal Commissioner Dr Roshan Sunkaria said the MC had last year started a campaign and 4,500 trucks of construction waste was removed. The Administration is responsible for removal of waste from V1 to V3 roads,while V4 to V6 roads are under the purview of the MC.

The councillors,however,did not agree to outsourcing of the work. They stated that instead,the feasibility of starting a wing for removal of construction waste be studied. A committee would now look into the issue. It was also suggested that on the spot challaning be started.
