Cops served notice for shoddy probe

The Chandigarh Police has issued notices to a deputy superintendent of police and a station house officer for lapse on their part during the investigating of a case.

Sources said Senior Superintendent of Police S S Srivastava has issued a warning notice to DSP (East) P K Dhawan for lack of supervision and a censure notice to Sector 19 police station SHO Inspector Ram Gopal for deliberately mishandling the case.

While investigating a case of culpable homicide not amounting to murder,the SHO had allegedly initiated inquest proceedings in the case and freed the culprits after registering a case of theft only.

On December 9,2008,Rishipal (40) was found dead on the road dividing Sectors 20 and 21. His two-wheeler and other belongings,including a mobile phone,were found missing.

Though the police arrested two people after tracing calls made from the phone of the deceased,they were only charged for theft and later released. The role of the police came under the scanner after they failed to investigate about the missing belongings of the deceased. Moreover,the police did not inform Rishipal’s family about the arrest of the two.

According to police records,the two men had met Rishipal at a liquor vend in Sector 17 on December 9. They later took Rishipal,then in an inebriated state,to the spot where he was found dead and stole all his belongings.

Sources said the youths had admitted that they had laced Rishipal’s liquor with drugs,which might have led to his death.
