Raising eyebrows on the repeated applications filed by the accused involved in the Ludhiana City center scam and terming it as “tactics to delay the proceedings of the case”, Justice Jasbir Singh today strongly disapproved the tactics.
“It shows your malafide to delay the proceedings of the case. It appears that you are deliberately trying to delay the case” Justice Jasbir Singh sharply reacted on an application filed by Raninder Singh, son of Captain Amarinder Singh, former Chief Minister, Punjab. Raninder in his application has sought permission to inspect the chargesheet issued by the Punjab Vigilance Bureau (the investigating agency) and the entire documents pertaining to the case. There are around three dozen accused in the Ludhiana City Center scam case which had come to fore more than three years ago.
Justice Jasbir Singh deprecated the conduct of the accused who, one by one, had been filing similar applications resulting in delay of the case. “You are a closed family. Why are you moving separate applications,” the court remarked to counsel appearing for Raninder, whose father Capt Amarinder had also in the past sought inspection.
“How many more years do you need to inspect the files. This is just not fair. There already has been a substantial delay. You are not supposed to ask for inspection by way of filing separate writ petitions, you should have filed a revision application,” Justice Jasbir Singh observed. The judge was referring to the time taken for filing a separate writ petition since it becomes a fresh case and involves a fresh judicial procedure.
