Another Dalit was found dead in suspicious circumstances,this time in a village in Lakhimpur Kheri.
Director General of Police Vikram Singh visited the spot,detected negligence on part of the local police and ordered action against them on Wednesday.
Twenty-year-old Arjun Raidas of Koraiya village in Sadar Kotwali was found hanging from a tree on Tuesday. His father Jagdish alleged that three villagers Rajkumar Singh alias Chhotey,Radheyshyam Raidas and Balister Raidas had killed his son and hung his body from the tree.
While Chhotey has been arrested,Radhey and Balister are absconding. Both men are Dalits.
During his visit,the DGP was informed that the victims family had made three complaints of harassment by the accused last year on May 22,June 9 and 11,but the local police had ignored it.
He suspended a sub-inspector and a constable and ordered an inquiry into the role of the Kotwali Sadar police station SHO.
Another inquiry was ordered into the role of the SP,Additional SP and the Circle Officer,who were posted there in 2008.
The Anti-Corruption Organisation has been handed over the probe. Singh ordered that the CO and the SDM deploy a platoon of PAC in the village,and ensure security of the victims family.
This was the third visit of the DGP to a scene of crime,where the victims were Dalits.
On Tuesday,he had visited a village in Azamgarh,where a Dalit person was murdered. Earlier,he had visited a village in Bahraich after policemen raided and ransacked the houses of some Dalits.
Recently,Chief Minister Mayawati had asked the DGP to personally visit the spot every time there was a crime against Dalits and ensure prompt action.
Lucknow IG AK Jain,who accompanied the DGP to Lakhimpur Kheri,said Chh-otey denied his involvement in the murder and Radhey and Balister could have killed Arjun because of enmity.
Chhotey had reportedly told police that Arjun had raped Balisters wife eight months ago and had also been caught in a compromising position with a relative of Radhey a few days ago.
Superintendent of Police,Kheri,SRS Aditya,said: Postmortem examination revealed serious injuries in the private parts of the victim.

Kanpur: After the failure of its social engineering formula in the Lok Sabha elections, the BSP has appointed two leaders as in-charge of Kanpur. The leaders are Salim Ahmed and Jai Narain Mukesh. Ahmed was dropped at the last minute as the candidate from the Kanpur constituency in favour of Sukhdha Mishra and Mukesh is the nominated corporator of Kanpur Nagar Nigam. No one in the party could,however,explain the reason behind the move.
Ahmed,who enjoys a strong backing of the Muslim community,had first shot into political limelight during the 2006 Mayoral elections,when he had bagged over 1.25 lakh votes and came third.
He,however,refused to comment on his new responsibility. I have been made in-charge of Kanpur Lok Sabha seat and will make my best effort to live up to the expectations of my party members, said Ahmed. Former district president of Kanpur Dehat Kuldip Shankwar has been named in-charge of Akbarpur constituency.
