DDA housing scheme 2010: D-6, Vasant Kunj was to be the hospitality address for visitors and tourists to the city during the 2010 Commonwealth Games. The showcase flats, constructed by Delhi Development Authority (DDA), were to be auctioned later as part of the agency's mega housing scheme.

The project, quite evidently, missed its 2010 deadline as the city government made alternative arrangements to house its Games guests. But the flats were auctioned, and bagged by many hopeful home buyers.

Two years on, most of the 2,709 "furnished" flats at Vasant Kunj are empty. Work is still underway, and two of the 40 towers of the complex — Ganga and Yamuna — are under-construction. The allottees said they have not been given possession yet, a claim rejected by DDA.

At the housing complex, layers of dust cover the damaged furniture in the flats, cobwebs hang in corners and stairwell in nearly all the 40 towers is broken.

Walking into the flats involves hopscotch-like manoeuvers across a mesh of naked electricity cables and debris.

DDA officials said flats in Ganga tower are ready and furnished. A ground check reveals broken window panes and floor tiles, bad paint job, damaged furniture, cupboards and kitchen sinks.

"I am still waiting for the possession letter and have no idea when I will get it. It's been status quo for the past two years. Even if I get the letter, the flats are not in a condition for people to move in," Manish Kumar, who has been allotted a flat in Ganga tower, said.

An official at the site said: "It will take over a year to ready the flats and the campus. Nothing is complete here at the moment."

The adjacent towers seem to be in a better condition, but are still waiting for water and power connections — extending buyers' wait by at least another three months.
