DDA meet today on land pool policy

The land pooling policy,which envisages voluntary assembly of land by owners,and a policy pertaining to development control norms for new farmhouses in the city is expected to be tabled before the Delhi Development Authority (DDA) for clearance on Friday.

This unscheduled meeting,to be held in the L-G’s office,has been called to ensure that these major policies,which could change development patterns in Delhi,get clearance before the Assembly polls scheduled for later this year,sources said.

The land pooling policy was tabled before the Authority on March 5,also but was not passed as several members wanted more time to study it. It was supposed to come up for review and approval in April. “The land pooling model envisages voluntary assembly of land by owners and its transfer to DDA,which returns a specific share of of the transferred land to the owners with rights to develop it for various urban uses,’’ an official said.

“The Authority meeting has been pre-poned and all pending matters such as land pooling policy,approval of development control norms for new farmhouses,etc,are likely to be tabled on Friday,’’ non-official member Jitender Kochar said.

The land pooling policy will replace the present model of acquiring land by DDA and allow private players to be involved in the development process.

“The proposed policy has already been discussed at the level of Ministry of Urban Development along with representatives of stakeholders from FICCI,CREDAI,ASSOCHAM,CII and NAEEDCO. To encourage land owners to voluntarily assemble their land,the policy provides incentives in the form of developed land and higher floor area ratio to the land owners and developers,’’ an official said.

This policy has been in the works for a while now.

“Acquisition of land was becoming difficult and land owners were unhappy with the compensation paid by government. A proper study was done to finalise the best model. The two categories of land pooling are: Category-I for land measuring 20 ha and above,and Category-II for 3 ha to less than 20 ha,’’ the official said.

Meanwhile,while a policy to regularise farmhouses built before February 2,2007,including built-up area beyond permissible limits by levying penalty charges,got DDA approval in October 2012,the development control norms for new farmhouses are expected to come up for approval on Friday.

“The suggestion and objections for the farmhouse policy have been received,but regulations for new farmhouses in terms of what kind of development will be allowed in such areas,permissible floor area ratio,etc,need to be cleared,’’ an official said.

The policy covers nearly 2,400 farmhouses in areas such as Mehrauli,Neb Sarai,Chhatarpur and Rangpuri.

Other pending issues like housing for the economically weaker sections is also likely to be taken up in the meeting.
