Enoughs enough

  • If MPs on a Lok Sabha panel get their way, they could soon give themselves and their colleagues a five-fold increase in the monies they can disperse on capital works in their constituencies. At a meeting of the Lok Sabha Standing Committee on MP Local Area Development Scheme (MPLADS) on Wednesday, unanimity was had on moving a proposal to increase the annual allocation per MP from Rs 2 crore to Rs 10 crore. The initiative is in its early stages, and therefore its passage far from guaranteed but given the gusto with which MPs have sought such a hike, Parliament and the government should take this as a nudge to consider whether the MPLAD scheme should be even continued with, let alone enhanced with greater funds.

    Under the scheme, MPs are allowed to recommend capital works in their constituencies in their states, if they happen to be in Rajya Sabha for a total of Rs 2 crore per year. Guidelines and checks are in place on how the money is sanctioned and on what works it may be spent. The scheme is administered at the Centre by the Ministry of Statistics and Programme Implementation and projects must be sanctioned and coordinated by the district collector. Nevertheless, there have been incidents of irregularities. But these irregularities and remember some MPs lost their membership of the last Lok Sabha on this count by themselves could be a simple case for better oversight and procedures. As would the criticism that sanction for projects does not adequately factor in maintenance and upgrade. The fact is that the MPLAD scheme and it finds replication at the state assembly and even municipal level is flawed not just in its execution but also in its very conception.

    MPLAD is a scheme for personnel use for most of themBy: L.C.Bilandani | 31-Oct-2009 Reply | Forward MPLAD is one of the most misused schemes of the central govt and that too by lawmakers who rule the country.This is a form of collective collusion to corner state funds in thier pockets or giving favours.Since MPs started scheme,the MLAs and councillors followed.So collectively amount runs in hundreds of crores of the loot.It has been proved repeatedly that these funds have gone to benefit MPs.This has been highlighted by print and visual media quite often and various committees apointed to judge its use have come to conclude that it has been more misused than benefit the people of the constituency.If all this has been proved repeatedly why the move to increase the amount.Do the MPs want to increase the abuse? One only hopes that better senses prevail in them and instead of increase they should vote to abolish the scheme.MPs are meant to govern the country by making Laws and improving upon the rule book so the administration runs smoothly.Very few MPs are exception to its misuse.
    MPLAD SchemeBy: V.Padmanabhan | 30-Oct-2009 Reply | Forward The MPLAD Scheme is in fact a scheme meant to corrupt the whole electoral system and needs to be scrapped lock, stock and barrel instead of considering an enhancement in the amount to be sanctioned to each and every MP.Any number of reports and audits by the Comptroller and Auditor General have shown the gross misuse and scope for corruption in the scheme and still the honourable MPs think of continuing with the scheme for their own personal ends.This is nothing but sheer opportunism of the worst kind to make hay while the sun shines!

Two, it siphons off a fair share of the money spent on welfare activities before it reaches the people for whose benefit it is meant. Instead, we should empower resident welfare organizations, local-self governments and State Governments to raise their own revenues and spend them directly for the welfare of the people.

The 2nd ARC recommendation to do so was made after a lot of research and consultation with stakeholders. The scheme introduced in 1993 was referred/known by the sobriquet eby pass surgeryf as the recognised and mandated channels were overlooked for their inherent traits ? inefficiencies
