Manmohan, Sarkozy sign historic nuke deal in Paris

Paris, September 30:: Scripting a new era in bilateral ties, India and France on Tuesday signed a landmark agreement on civil nuclear cooperation that covers supply of reactors and atomic fuel in the first concrete step to bring New Delhi back into the nuclear mainstream after 34 years of isolation.

"We expect to finalise agreements with other European partners too on civil nuclear cooperation,” Prime Minister Manmohan Singh said after holding talks with President Nicolas Sarkozy at the Elysee Palace in Paris.

France is the first country to open nuclear commerce with India after the 45-member Nuclear Suppliers Group (NSG) granted a waiver to New Delhi on September 6. The Indo-US nuclear deal is awaiting Congressional nod and an agreement on it between the two countries is expected to be inked soon.

"Today we have added a new dimension to our strategic partnership by signing an inter-governmental agreement on civil nuclear cooperation," Singh said after the Indo-France Civil Nuclear Cooperation Agreement was signed in the presence of the two leaders by Atomic Energy Commission Chairman Anil Kakodkar and French Foreign Minister Bernard Kouchner.

The agreement will form the basis of wide ranging bilateral cooperation from basic and applied research to full civil nuclear cooperation including reactors, fuel supplies, nuclear safety, radiation and environment protection and nuclear fuel cycle management.

The atomic pact is one of the three agreements signed during Singh's two-day visit to Paris. The other two relates to social security matters which will benefit Indian and French nationals staying in each others countries on short duration up to five years and a Long Term Agreement on utilisation of the Indian Polar Satellite Launch Vehicle (PSLV) launch services.

"France is the first country with whom we have entered into such an agreement after the lifting of international restrictions on civil nuclear cooperation with India by the NSG. I conveyed to President Sarkozy our gratitude for France's consistent support to our civil nuclear initiative," Singh said.

The two countries decided to give a new impetus to their cooperation for the development of nuclear energy for peaceful purposes as an expression of their strategic partnership.

A statement on the agreement said both sides recognise nuclear energy as a reliable source of sustainable and non-polluting energy, it could make a significant contribution to meeting the global challenge of achieving energy security.

It also noted that both the countries share common concerns and objectives in the field of non-proliferation of weapons of mass destruction and their means of delivery including in view of possible linkages to terrorism.

From day one I have been in favour of the NucDeal and congratulations to Manmohan.Another important issue for the country toady is the shabby treatment the Govt and few ignorant on the subject respectable pprint media is metting. Indian Express is one of them.. No amopunt of technicaland economic superiority can help unless you have matching defence capability and what matters is the man behind the machine. That honourable man (armed forces) is being ignored and his established parity with others is being lowered. will you elite guys opine on this and those with any concern raise their voice.

I am sure history will record that Shri. Manmohan Singh is a huge factor that changed the course of the nation for good. We are very far from the renewable sourses and has to depend on the nuclear energy in the near future. Finally India is on the way to join the big league instead of pissing around with countries like Pakistan. The government should change law to facilitate private companies to build and operate nuclear plants. In Canada a private company on the shores of lake Huron is running successfully a nuclear plant abandoned by the government. It is refurbishing two reactors with a budget of nearly 5 billion US dollars. The performance of this private company has kindled the neighboring provinces interest. Atleast two of the provinces are doing study to join this private company to establish nuclear plants for the first time.

Although PM Manmohan Sing some times look like too soft and lack courage in taking stern actions,his leadership in the nuclear deal with the US and now with the French is commendable.With BJP religious fanatics and ultra left Marxist joined togrther made the unholy alliance to unseat the present government it was not in the best interest of India.When Computer was introduced in India just a decade ago Marxists opposed it tooth nail and they called for strike several times especially in Kerala saying that computerization will bring unemployment.Iam sure BJP in power was very much hand in glove with the US administration on all matters.So bo these parties opposed the nucear not on merit but for narrow political milage.Especially the Marxists are not interested in solving the grave problems the country is facing.

Good that PM Singh has silently planned and achieved after some heat what is a bsic necessity of India. Earlier he solved the socialism. Those opposing the deal are close minded, really. They want to live and fight for basic necessities (road, water, electricity) every day of their lives. PM has done more good to the country than any PM in the past (except probably Vajpayee). He has silently stayed away from dirty politics, pushed reforms whereever he could. It is because of the people like Arjun Singh (within the party) and the Left combined that other things are on hold. Those against the deal should pledge that they will not use the electricity generated by this deal. At least others will get an uninterrupted supply.

What good did vajpayye do- making India and Pakistan equal powers (both are nuclear poowers now? he was the most foolish of Indian PMs. India always had an edge over Pakistan. Thanks to Vajpayee both are equal now. Of course, Manmohan is the best the country has seen. may be we should all follow Sikhism,leaving our crooked and corrupt ways.
