The blaze in the petrol tanks has reduced considerably but it will probably take one more day for it to completely die down.

Fire continued to rage in two of the 11 IOC fuel storage tanks near Jaipur on Monday even as a body was dug out of the debris and another man injured in the inferno succumbed to injuries, taking the toll in the blaze to 12.

Over 50 locals residing in the vicinity of the fuel depot at Sitapura, 20 kms from Jaipur, have reported to various hospitals complaining of itching, eye burning, suffocation and skin allergies due to the fire which broke out on Thursday.

Chief Fire Officer Ishwarlal Jat said the blaze in the two remaining petrol tanks has reduced considerably but it will probably take one more day for it to completely die down.

Efforts would be made to douse the fire in remaining two tanks by fire fighters, he said.

On Sunday, there was a deafening blast at the inferno site as lids of tanks broke up in pieces due to pressure, Jat said.

UNSAFE STORAGESBy: Dr R C Dikshit | 03-Nov-2009 Reply | Forward TV coverage of the Jaipur depot fire clearly indicate that the mandatory distances between the storage tanks and Dyke arrangements; as per the Petroleum Storage Rules for the Storage of inflammable liquids; are not provided at this depot. The nature of explosion and blowing out of roof tanks are indicative of Vapor phase explosion in each tank. This can happen with buildup of static charge in vapor phase leading to spark ignitionThe committee must investigate the earthling arrange arrangement of each tank with respect to the following.a)Whether each tank has foolproof earthling arrangements?b)Whether each tank earth pit was properly maintained?c)Whether each tank has independent earth pit or all the tanks had common earth pit?d)What are the chances of providing external supply for reverse current flow?Government must carry out thorough HAZOP Audit and technically investigate the cause of fire as well as compliance of the storage norms as pee existing
Disaster, In All RespectsBy: Dipan Anjaria | 02-Nov-2009 Reply | Forward However it may have happened, the fire accident at IOC terminal leaves many questions unanswered. IOC is a Fortune 500 company and its corporate website is still silent about the disaster. Leave alone apologies, there is hardly any communication to the general public from the company on this unprecedented crisis. The effects of the devastation it has caused are difficult to guage. If this had happened in a western country, the gigantic liability suits would have pushed the company into bankruptcy. The fire is responsible for widespread environmental damage, loss of earnings at factories situated in the vicinity besides putting health of the people in peril. Also, the fire is perhaps one of the most poorly covered disasters in the history of Indian media. The reporting vacillates from a simple minded 'fire in the neighbouring building' type of narrative to paranoid and doomsday predictions. A hard nosed analysis of the incident and its fallout is markedly missing.
