Flyover project hits trust deficit

Financial disputes between the Pune Municipal Corporation (PMC) and the Maharashtra State Road Development Corporation (MSRDC) over earlier projects not yet resolved,the MSRDC is insisting on getting the agreement between the two agencies for construction of a flyover at the busy Swargate junction registered with the Inspector General of Registration.

Looking at the MSRDC’s successful track record in Mumbai,the PMC had roped in the PMC for several works,including flyovers at several places. In the earlier projects,it was decided that MSRDC would realise the project costs through toll. It carried out some projects and has been seeking payment from the PMC. But the civic body has made it clear it had not agreed to make any payment,but the MSRDC was supposed to collect it through toll.

The differences between the civic body and the state agency affected the progress of the Swargate flyover project and the state government,trying hard to push the project,urged them to resolve the issue. Accordingly,in June,they signed an agreement that MSRDC would undertake the project after getting some amount and further payment would be made after 70 per cent of the given funds is used in the project.

“The procedure for constructing the flyover has been initiated and the project would be on track. The PMC and MSRDC have signed an agreement for construction of the flyover at Swargate,but we want the PMC to register an agreement with the Inspector General of Registration,” said S Reddy of MSRDC.

The MSRDC is committed to constructing the flyover,she said. “The agency has taken a policy decision to get all agreements registered. We have insisted the PMC to get the agreement registered with IGR as the past experience is not good.” Reddy said MSRDC had initiated work on the project simultaneously with the administrative work of registration. “The agency has been identified for the job of a consultant for the project. The work order would be issued soon,” she said.

PMC Additional City Engineer Srinivas Bonala said the PMC has completed all procedures to get the project started. “The agreement has been signed. Steps have been taken to meet the demand of the MSRDC to register the agreement. Such a registration is being done for the first time,but the registration office has not responded to our query on stamp duty to be paid,” he said,adding the IGR office is yet to take a decision on whether the agreement needs to be registered with it and the stamp duty to be paid if it is done.

The PMC has paid Rs 40 crore of the Rs 110 crore estimated project cost to MSRDC to commence the flyover project,he said,adding that the state corporation is awaiting registration of the agreement.
