Trouble is brewing for Sumer Singh Gurjar, former deputy commissioner (DC), Ludhiana. The Punjab Vigilance has collected substantial evidence against the IAS officer in its on-going investigation with regard to a corruption case registered against former Tehsildar and Naib Tehsildar of Ludhiana .
“He was involved in the nexus. The former DC has not been able to substantiate his valuable property discovered in Rajasthan. Moreover, benami properties have also been found. Some properties are in the name of his relatives, documents of which have not been yet given by Gurjar,” said Additional Advocate General, Punjab, Rupinder S Khosla in the open court.
Khosla further alleged that Gurjar had a deep nexus with property dealers from whom he had earned benefits worth lakhs of rupees. He added that Gurjar in his ex-officio capacity of President of Satluj Club, Ludhiana offered membership of the popular club on very cheap rates. The membership fee for Satluj Club is around Rs 7.5 lakh. Refusing to divulge names, Khosla said that “Gurjar offered membership to the three property dealers for merely seven and half thousand rupees”. Khosla said that the three property dealers were very close to Gurjar and he used to strike property deals through the trio.
Expressing surprise on the revelations made by the law officer, a division bench comprising Chief Justice Tirath Singh Thakur and Justice Mahesh Grover questioned the state counsel as to how much more time was need for completion of inquiry. Khosla contended that the investigation would be completed within two months by the Punjab Vigilance Bureau. In another significant development, Khosla stated that Vikas Garg, the present Ludhiana DC, is “resisting” from furnishing documents needed for investigation by the Vigilance Bureau.
