From June 1,babus to pay for delayed services

The Delhi government is set to start a pilot project for its service-level agreements (SLAs) to bring more accountability in its public dealings from June 1.

The Delhi government is set to start a pilot project for its service-level agreements (SLAs) to bring more accountability in its public dealings from June 1.

The government will launch the project through five departments — the Transport department,the Municipal Corporation of Delhi (MCD),the New Delhi Municipal Council (NDMC),the Food and Supplies department and the Finance department.

The concept is an initiative by Prime Minister Manmohan Singh,and Delhi will be the first state to implement it.

The system will be called Electronic Service Level Agreements of the Delhi government.

As part of the initiative,it will be mandatory for each department in the Delhi government to adhere to SLAs of the government and deliver services within a deadline.

Significantly,the official concerned would be penalised if delivery of a service shoots past the deadline. The penalty has been fixed at Rs 10 per day,sources said.

“Only senior officials,mainly department heads,will be given the authority to waive off the fine in case there are valid reasons for not delivering on time,” a senior official in the Information Technology (IT) department said,adding that the framework of the system is based on its integrated services portal Jeevan.
