While taking charge of the Health Ministry,Ghulam Nabi Azad sent the ministry officials into a tailspin as he declared that India has the second highest number of people suffering from AIDS. Senior officials immediately swung into damage control,whispering into Azad’s ears that India has now come down to the third position,with South Africa and Nigeria topping the list.
