The Union Government softened its stand on live gambling casinos in Goa apparently in a bid to woo foreign tourists and investment. The Home Ministry permitted five offshore casinos, without consulting the state, in addition to the existing ones, which have been allowed to start live gambling. Slot machines have also been allowed in five-star hotels.

“We are garnering support to oppose the Government-backed casinos and gambling. Social organisations, religious bodies and women’s groups have extended their support,” said Shridhar Kamat, Vice President of the Save River Sal Front, spearheading the agitation. “The agitation is not only against river dredging but also the casino. Locals fear the social implications and exploitation of the Goan population,” he said.

Sources said there have been threats that the casino ship will be burnt down if the Government does not stop dredging in the river immediately and cancel the ship’s permission to ply in the river. The agitators are planning a massive morcha within the next fortnight.

Chief Minister Digamber Kamat said on Monday that the Government will not allow casinos in Goa if they “pollute the atmosphere”.

Locals and fishermen are opposing the casino on the grounds that dredging the river for the movement of the ship will be hazardous for the environment. The protesters also claim that the floating casino is docked outside Hotel Leela though off-shore casinos are supposed to be 12 nautical miles into the sea.

A meeting with the Chief Minister and the Chief Secretary has failed to satisfy the villagers who are demanding immediate action. A casino, belonging to V M Salgaokar Company, a local company, has also drawn public ire since it wants to acquire a jetty presently owned by River Navigation Department.

According to Fr Eremito Rebello it was not a political battle but an effort to save the river. “There cannot be a casino boat in River Sal”, he said.

Priests from neighbouring villages of Velim and Baradi, alongwith six village panchayats — Cavelossim, Velim, Ambelim, Assolna, Chinchinim and Betul — have announced their support. Centre for Social Justice and Peace, the social organ of the Church, Cavelossim Parish Apostolate Forum, Dr Oscar Rebello, Chairman of the Goa Bachao Abhiyan, Bailancho Saag, Goa Bachav Abhiyan and LokShakti have also extended their support for the movement.
