Relations between the Gujarat government and Satyam are not new. Raju, in his capacity as the chairman of Satyam Computers and Nasscom, was the guest of honour at the IT Summit in 2005, held ahead of the Vibrant Gujarat Summit in 2007. Twenty-one IT and IT-enabled services companies had then signed MoUs with the government promising investment to the tune of Rs 11,067 crore and creation of 3.25 lakh new jobs.
