HALSA office building foundation stone laid

The foundation stone of the office building of Haryana State Legal Services Authority (HALSA) was laid Saturday by Judge, Supreme Court of India and Executive Chairman of National Legal Services Authority, Justice D K Jain.

The building will be constructed over an area of 2400 sq meters at a cost of Rs 7.50 crore and will be complete within a year. Haryana Chief Minister Bhupinder Singh Hooda while addressing the gathering said the state government has increased the annual income limit for availing the facility of free legal aid from Rs one lakh to 1.50 lakh. The government will also set up 18 Alternative Dispute Resolution Centres to ensure justice to the poor and the needy.

Hooda said that HALSA has been playing a significant role in providing justice promptly and has so far disposed off about 13 lakh cases. He said that when HALSA was formed in the year 1985, its annual budget was Rs five lakh which has now been increased to Rs seven crores.

He talked of setting up ADR centres where cases could be settled easily through the process of mediation or counseling. Hooda said society could not be changed merely by enacting laws, but implementation of the same is a must to provide strength to the poor and needy people.

Chief Justice, Punjab and Haryana HC Justice A K Sikri said that with the setting up of this building the authority could work effectively and efficiently in making justice available to all under one roof.

Judge of Punjab and Haryana High Court Justice Jasbir Singh who is also the Executive Chairman of Punjab Legal Services Authority said that to ensure justice to all, people need to change their mind set.
