With the Congress’s talks with Kuldeep Bishnoi of Haryana Janhit Congress (HJC) not making any headway, the party decided to go ahead with the swearing-in of Bhupinder Singh Hooda’s team of nine, including four Independents, on Saturday. The decision about the first phase of government formation was taken after a meeting between Congress president Sonia Gandhi and Hooda here on Friday. While Bishnoi was keen to join the government, he was not prepared to accept the Congress’s proposal for merging the HJC with it. The Congress was not ready to accept Bishnoi’s “unreasonable demands” — Deputy Chief Minister’s post for himself, another Cabinet berth with Finance or Transport portfolio and two parliamentary secretaries — said sources.
