Himachal Pradesh High Court on Wednesday ordered Central Bureau of Investigation probe into death of 30-year-old Suchcha Singh from Paloha village near Kalka in Haryana,who was allegedly beaten up by Himachal Pradesh police for not wearing helmet at Baddi-Barotiwala,and later died of electrocution while trying to escape.
A division bench comprising Chief Justice Kurian Joseph and Justice Sanjay Karol directed the state CID wing to transfer the investigations to CBI.
The orders were passed while hearing a petition filed by Rani,widow of Suchcha,who had asked for a fair and impartial probe by an independent agency.
Suchcha Singh was electrocuted at Jharmajri on May 31,allegedly while trying to escape from police.
The petitioner had alleged that Barotiwala station house officer Dev Raj,head constable Sada Ram,sub-inspector Raju,constable Dharamveer and home guard Ram Krishan severely beat up her husband for not wearing a helmet.
She further alleged that as the policemen were hitting him with a stick,he tried to escape and fell on an electric transformer. Suchchas arms had to be amputated and later succumbed to his injuries on June 12.
She alleged that despite filing a complaint on May 31 itself,no action was taken against the policemen. She also said no statement of Suchcha was recorded by the police while he was conscious and fit to make a statement.
