HC warrant officer slams Panchkula police for illegal detention,forging diary report

In his report submitted to the Punjab and Haryana High Court,a warrant officer has said the Panchkula police illegally detained a person,intimidated the warrant officer and forged the daily diary report.

In his report submitted to the Punjab and Haryana High Court,a warrant officer has said the Panchkula police illegally detained a person,intimidated the warrant officer and forged the daily diary report (DDR).

In his detailed report,warrant officer Baljinder Singh Teja has said the Panchkula police tried to cover up the illegal detention of Amardeep Thakur.

The HC had appointed Teja as warrant officer after Thakur’s wife,Sanjana,filed a habeas corpus,alleging that her husband was picked up by the Panchkula police and kept in illegal detention.

Subsequently,Teja raided the CIA staff,Panchkula,on October 10. He was accompanied by relatives of Thakur.

“At 3 pm,I knocked at the door of the Detective Staff. A man,who was in civilian clothes,opened the door,and I showed him my identity card. Instead of letting me in,he closed the door with full force. As a result,my right arm got stuck between the steel gate and the wall,” the warrant office has said in his report. “Then I,along with relatives of the detainee,applied full force and pushed the door open. The man inside intimidated me and ran outside. He was later identified as constable Jogpreet Singh.”

Teja has submitted that he found Thakur in the lock up.

Thakur reportedly told the warrant officer that he was arrested from his residence in Sector 20,Panchkula,around 8 am on October 8,and that since then he had been illegally detained by the Panchkula police.

In his report,the warrant office has also said that he saw two men in the police station,who were looking for something in the files. When they saw him,the report says,they ran away — the two were reportedly outsiders.

“From 3 pm to 4:30 pm,there was no police officer in the Detective staff. Only I,the detainee and his two relatives were present,” the warrant office has said.

Then Inspector Puran Chand came in the police station and reportedly told Teja that an FIR was registered against Thakur on charges of cheating and criminal conspiracy for forging papers to purchase a Scorpio car.

Inspector Chand then reportedly contacted the Pinjore SHO and asked him to send the file with the FIR,but nobody came with the file,the warrant office has said.

“The Inspector was buying time so that papers of the case could be completed. At about 5:10 pm,two men — Sub-Inspector Om Parkash and ASI Surinder Kumar — came to the police station,” Teja’s report says.

They reportedly handed over the copy of a DDR,dated October 8,and three pages containing official record of the arrest.

“The documents showed that Thakur was arrested at 3:15 pm on October 10 when he was coming out of a confectionary shop in Sector 20,Panchkula. Then he was taken to the police station in Pinjore by Sub Inspector Om Parkash and other police officials,” Teja has submitted. “The police officers further stated that Thakur was brought to the Detective Staff,Panchkula,at 4:30 pm and put behind bars.”

“Though I found Thakur in the lock up at 3 pm,the documents showed that he was arrested at 3:15 pm,” the warrant office has said. “Thakur remained in illegal custody from October 8 to October 19.”

Teja has further submitted that he was not given name of Thakur’s relative informed about his arrest.

The warrant officer has submitted the report to Justice Rajan Gupta.
