Himachal CID busts ISI spying net,hawala racket

Amidst the raging controversy about Karmapa Ugyen Trinley Dorje’s suspected Chinese links,the state CID today claimed to have smashed an international spying racket operating in Himachal Pradesh with the help of two retired Army officers,including one based in Dharamsala.

While Bhagwan Dass,a non-commissioned Army officer hailing from Rajiayna near Dharmsala in Kangra district,was arrested two days ago,last evening the CID arrested a retired honorary captain Ganshayam Guleria,also a native of Kangra district but currently living in Chandimandir near Chandigarh.

Addressing a press conference here,Additional Director General of Police (CID),ID Bhandari said both retired officers have been supplying vital information to Pakistan’s Inter-Services Intelligence (ISI) and getting paid through the hawala network.

Bhagwan Dass was a frequent visitor to the Army’s Yol Camp,where he would interact with serving Army officers to extract sensitive information about different Army establishments and operations in the northern states,including Jammu & Kashmir and its borders with Pakistan. He had been passing on this information to Pakistan’s ISI over telephone. During the last few months,Bhagwan Dass had provided vital information about the Army positioning,planning and operations in Kashmir and elsewhere in India. This also included movements of top Indian Army Generals.

The police also arrested one Amrik Singh Gulati,a resident of Mandi in Himachal Pradesh,who was disbursing the payments after getting the money through hawala channels. He is a suspected hawala agent. “During the last three to four months,Gulati has disbursed over Rs 1 crore in at least seven different accounts,three of these in Himachal Pradesh,” said Bhandari.
