In what comes as good news for allottees in the state, the Haryana Urban Development Authority (HUDA) has decided to give them a one time relaxation for completing the construction of buildings till November 30, 2009. After the expiry of the earlier December 2007 and 2008 deadlines, their plots had been resumed by HUDA.
“A time period of 15 years is given to the allottees, from the date of offer of possession, for construction of houses failing which the plots are resumed by HUDA. The latest extension policy brings relief to those allottees whose deadline for resumption of plots was December 31, 2007 and December 2008,” said Chief Administrator (HUDA) T C Gupta.
With the deadline for the same having been extended to November 2009 now, added Gupta, the plots that had been resumed by HUDA would be handed back to the allottees.
“The aim behind the resumption policy is to discourage speculation in plots and prevent harassment of allottees. In several instances, the fear of resumption by HUDA has caused allottees to hastily apply for completion certificates even before constructions were complete,” added Gupta.
There is also relief for plot owners in cases where the original allottee died during the period of construction and the plots could not be transferred in the name of the legal heirs due to lapse of the extension period.
“Under this, the deadline has been extended to December 31, 2010. The legal heir of the deceased allottee will get the plot transferred in his/her name within three months. They will then have to get the completion certificates and building plans approved by December 2010,” said Gupta.
