In a first, Haryana to refer back an Act for its withdrawal

For the first in the history of Haryana, a legislation passed in the Vidhan Sabha will be referred back to the House for its withdrawal.

The Haryana Shri Durga Mata Shrine Bill-2012 was passed on August 27 during the Monsoon Session of the Assembly. Under pressure from the Brahmin community, the government has now decided to hold back its decision to take over the Shri Durga Maa Shrine of Bambhori in Hisar. Under rules, the Bill will now be referred back to the legislature so that the House may vet the revised decision, again.

Speaker Kuldeep Sharma, who spearheaded the campaign to pursuade the government to review its decision, told The Indian Express: "It is a welcome step. It was the demand of the people of the area and I saw merit in it. It is good that the state agreed to review the decision. Every government survives on popular demand and this decision has been taken in view of the sentiment of the people."

Asked whether the Act will be brought back to the Assembly, he said: "Necessary steps are being taken in this regard." Vidhan Sabha Secretary Sumit Kumar also said the government, in such a scenario, has to refer back the Act to the legislature for its withdrawal.

The government, under the Act, has proposed that a board headed by the chief minister will take over all movable and immovable property of the temple for its maintenance, improvement and new additions. The board was also supposed to set up educational institutions, train vidyarthis and ensure the health, safety and convenience of the disciples and worshippers visiting the shrine.

When contacted, Hisar Deputy Commissioner Anurag Aggarwal said: "The district administration has proposed to take over the temple and an Act was also passed. But we have no intimation. We need to have a notification passed but there is no such information at our level."
