The Maharashtra State Commission for Protection of Child Rights (MSCPCR) has,for the first time,prepared a draft policy for children who appear in reality shows or take part in circus and similar entertainment shows. The latest child policy draft also asks the state to take on the role of the nourisher of a child,from the time he/she is born,till 18 years of age.
In December 2012,the child rights commission,in a case dealing with a complaint by parents of some child artistes working in television serials,had made several recommendations. It had asked production houses to make proper arrangement for their studies and entertainment at the shooting venue,ensure no physical stress during the shooting,and see that a child eliminated from a reality show must not be subjected to adverse/harsh comments by judges. Arranging a professional psychologist during shoots,constituting a joint committee to conduct surprise checks to see the muster/attendance records of child artistes,regular and strict vigilance on their working time were some other recommendations.
Talking of a definite policy for children who are used in entertainment /sports /cultural programmes,religious rituals and social customs,among others,the draft says these children should be told about their rights and that this has to be strictly implemented. It also says that during various festivals the state should conduct campaigns to create awareness on the misuse of children.
Further,focusing on the issue of child labour,the draft says there should be zero tolerance to child labour in factories and other places,where anyone below the age of 18 is employed. The state should take a step forward in abolishing child labour and the Right to Education (RTE) Act should be weaved into abolition of child labour, says the draft.
It adds that the state should introduce programmes for rehabilitating victims of child labour and help in their integration into society. Once liberated,they should be presented before the child rights commission. Ensure that they do not go hungry,are not deprived of education and also make sure that they do not drift back into child labour, says the draft policy.
Special focus on the girl child,/b>
* Equal rights to girls in family and education
* Strict implementation of laws to prevent killing of the girl child and sex determination tests
* The curriculum in primary and secondary schools should ensure that there is no direct or indirect promotion of gender discrimination. To monitor this,an autonomous body should be set up to tackle gender discrimination in the syllabus
* To combat misbehaviour and injustice against girls,there should be public campaigns for parents,teachers,police,lawyers and administrators
* Enforcing laws against child marriage. Police and district officials should be more vigilant and take strict action against the guilty
