India and China should not give up but continue to negotiate till the border dispute was resolved,Chinas State Councillor Dai Bingguo said Wednesday. We should continue to negotiate and not give up, Dai,who is accompanying President Hu Jintao to the Shanghai Cooperation Organisation (SCO) summit told The Indian Express when asked about the long-drawn negotiations on the contentious border dispute between the two countries. Dai,who is also Chinas Special Representative for the border talks,said he was coming to India later this year for the 15th round of talks. The 14th round was held in November last year,weeks ahead of Premier Wen Jiabaos visit in December. China and India began discussions on the border issue in the 1980s,and inked two agreements in 1993 and 1996 to maintain peace and stability along the border. In 2003,the heads of the two countries designated Special Representatives for demarcation work. In 2005,China and India signed a political guideline on demarcation. The border issue was also discussed during Prime Minister Manmohan Singhs meeting with Wen on the sidelines of the ASEAN summit in Hanoi last month. Both Singh and Wen have said they want early resolution of the issue,and have told their Special Representatives to deal with the subject with a sense of urgency. Both have mentioned the need to carry the process forward from the Guiding Principles and Political Parameters signed in 2005. Both have also said they will ask their Special Representatives to do so with a sense of urgency, a senior Indian official said. On the SCO summit,Dai told The Indian Express that he was extremely positive about the summit and the role played by all the participating countries.
