India-China face-off worsens over ADB loan for Arunachal

    India and China are headed for a major confrontation in the Asian Development Bank with Beijing digging its heels in and not giving its consent to the $2.9-billion India development plan unless the mention of Arunachal Pradesh is removed from the document.

    A sum of $60 million is marked for a watershed development project, including flood management, for Arunachal Pradesh.

    China considers the state “disputed territory” and wants it to be removed from the document.

    The Bank has asked India to resolve the matter bilaterally provoking a strong reaction from New Delhi. While a board meeting has been scheduled for June 2, India has let it be known that it would rather withdraw the entire plan than remove Arunachal Pradesh for the sake of financial approval.

    In March, as first reported by The Indian Express, China successfully obtained a postponement of a decision on the plan at the ADB Board meeting but India had hoped that the ADB would resolve the matter in due course. However, New Delhi was taken by surprise when the ADB wrote to the government recently that it should use bilateral channels to find a way out.

    It’s learnt that India has asked the ADB not to indulge China on bilateral issues. In the run-up to the June 2 meeting, India will look to lobby hard with other board members to ensure that the Chinese objection is overruled. If the conflict isn’t resolved, official sources said, the government may look for alternative funding.

The reason for China claiming Arunachal Pradesh as its own is based on its claim over Tibet, which was actually forcefully invaded in 1959. The 6th Dalai Lama of Tibet was born in the present Arunachal Pradesh state of India and had strong cultural ties with this area. The Chinese line of reasoning goes like this: Since Dalai Lama is a spiritual and temporal leader of Tibet, and Tibet is "part of China", AP has to be part of China. It is in India's interest to take active part in resolving the Tibet issue if it were to resolve its border problem with China once and for all.

The Chinese claim on Tibet comes with the advent of Kublai Khan, a Mongol, when he incorporated Tibet under the Chinese realm, the rest of the Mongol empire being divided into other realms. Since then Tibet has been nominally independent, autonomous or under direct Bejing rule, depending on the various dynaties that ruled China.The Chinese, to tell the world that Tibet is hstorically theirs and that under no circumstances will they allow secession, reacts in a pretentiously fierce manner in response to any dispute concerning the boundary abuttng Tibet and to convince the world of this charade. Consider, if you will,that in Tibet the Hans are thousands of kilometers away from their habitat. In this they are no better than the Anglo-Saxon, and a nation of expansive colonialists that seeks to consolidate what they have conquered. Inda now faces the brunt of this attitude.

    India-China faceoffBy: Srinivasan Ranganathan | 15-May-2009 Reply | Forward India is and will continue to be bullied by China at every stage only because we have had neither developed rapidly nor have we sought the clout with US so that our interests are taken care by them. We have had leaders who can at best be given a C minus for the way they have brought the country to its present state after 60 years of independance. One may argue that we are better than what we were when we got our freedom. Sadly enough, we are worse off. On one side Pakistan wants Kashmir, on the other China wants Arunachal Pradesh. On the third front we do not have good relations with Bangladesh or Nepal or Sri Lanka.
