Who pays?
* Prime Minister Manmohan Singh has claimed rightly that those who have orchestrated the terrorist attack on Mumbai will have to pay the cost.
However, it is equally important that someone in his cabinet should also pay a cost for failing to beef up intelligence that led to such a mammoth terror strike. Unless the home minister is asked to put in his papers, the Congress may have to face an angry electorate in the coming elections.
