JNNURM asks civic body to rework urban mobility plan for ROBs

The Jawaharlal Nehru National Urban Renewal Mission (JNNURM) officials in Delhi have asked the Vadodara Municipal Corporation (VMC) to furnish a Comprehensive Urban Mobility Plan before seeking further funds for Rail Over Bridges (ROBs).

It is learnt that if a comprehensive plan is not submitted, the remaining part of the funds will not be released for the completion of some of the ROBs in the city.

The JNNURM authorities have written a letter to the VMC,asking the officials to make necessary amendments in the Integrated Public Transport System report, which was part of the Detailed Project Report submitted to the JNNURM.

Corporation officials have been informed that the new project plans will have to be submitted while considering the National Urban Transport Policy.

While the VMC has almost completed the works for Vadsar and Jetalpur ROBs,the fund for the Kalali ROB and another one at Soma

Talavdi will be released only after the civic body rectifies the earlier report.

According to officials, the major thrust in the official communiqué is given on the urban mobility while keeping the pedestrians and cyclists in mind. The proposal was given a green signal in the recently held general board meeting.

“The Detailed Project Report that we sent had all the broader perspectives in it. However, with continuous changes and upgrading in the existing proposals,we have been asked to submit the micro-level planning for the urban mobility,” said Municipal commissioner M K Das.

He added that a detailed survey would be done by a city-based company to find out the finer points of traffic movement.

“In the earlier report,we had mentioned about four-wheelers and two-wheelers. The new report will also include pedestrians and cyclists,as they are an important part of the traffic movement. We will spend about Rs 16 lakh on this survey,” he said.

P M Patel, executive engineer (Bridges,JNNURM),said: “Bridges are not just for four-wheelers and two-wheelers; we also have to consider pedestrians and cyclists. The design of the new ROB will have to be prepared keeping these micro aspects in mind.”

Interestingly, the VMC had prepared special bicycle tracks to minimise hazards for cyclists. A two-km stretch on the New VIP Road was the first to have this facility, but track is used for parking.
